City of Park Hills Honors Lifeguard Layton McFarland for Heroic Life-Saving Actions
During the July 14, 2026, Park Hills City Council meeting, the City of Park Hills proudly recognized REEF Lifeguard Layton McFarland with an official Proclamation and Certificate of Appreciation for his extraordinary heroism and quick actions that saved the life of a young child at The REEF on June 23, 2026.
During the July 14, 2026, Park Hills City Council meeting, the City of Park Hills proudly recognized REEF Lifeguard Layton McFarland with an official Proclamation and Certificate of Appreciation for his extraordinary heroism and quick actions that saved the life of a young child at The REEF on June 23, 2026.
While stationed in the children's area of the aquatic center, Layton heard a mother urgently cry out that her baby was drowning. Without hesitation, he immediately entered the water and rescued the child.
The child was unconscious and not breathing when Layton brought the child to safety. Relying on the training he received as a certified lifeguard, Layton immediately began administering CPR. After the second rescue breath, the child regained consciousness and began breathing.
Layton's calm demeanor, quick thinking, and decisive response exemplify the highest standards of public service and demonstrate the critical importance of lifeguard training and emergency preparedness.
Mayor Stacey Easter presented Layton with the proclamation and certificate on behalf of the City Council, thanking him for his professionalism, courage, and dedication to protecting the safety of Park Hills families.
"Layton's actions made all the difference in a life-threatening emergency," said Mayor Stacey Easter. "We are incredibly proud of the professionalism, compassion, and courage he demonstrated. His heroic actions reflect not only his own character, but also the outstanding training and commitment of our Parks & Recreation staff."
The City also recognizes Parks & Recreation Director Paul Johnson, REEF Manager Matt McMillen, and the entire REEF team for their continued commitment to providing a safe environment for residents and visitors.
The City of Park Hills extends its heartfelt gratitude to Layton McFarland for his remarkable service and for making a lasting difference in the life of a child and that child's family.
